Here is a recap of what was covered at the Board meeting and subsequently: Excel was hired by the development company, Forestar, to manage the properties; however Excel was not allowed to fully manage the property per their contract. Later when the Retreat was transitioned from the developer to the neighborhood, the (past) Board of Directors, although very concerned, did not have sufficient time to fully review the contract and demand full performance by Excel. The current Board met with Excel on March 8 and learned that they had not been paid for the months of October thru March. We also learned that they were very frustrated because they had not been allowed to fully manage this property, per their contract. At a follow up meeting on March 23, with the owner and local representative of Excel, the Board presented our concerns (late billing, poor management, etc). Immediately the President of Excel offered to accept any amount agreeable to the Board for the past due invoices. He also pleaded with us to allow Excel to work with the Retreat and fully deploy the current contract or change it to meet our needs. We spoke to Excel about the responsibilities of the Committees and Excel addressed ways they could benefit the neighborhood and the Committees. The Board agreed to  try Excel for a reasonable period of time. We then set up a meeting for March 30 between the Committee Chairpersons or their representatives, Excel and the Board to discuss how we proceed in the future. At this meeting Excel demonstrated to those present how their services could augment the Committees and be a very valuable resource based on their knowledge and experiences with similar communities as ours. Each Committee representative agreed that Excel could add value. In conclusion, the Committees will contact Excel as a resource because of their knowledge and experience. However, only the Board will authorize Excel to spend HOA funds or take action based on the recommendation of the Committees. We will continuously evaluate the effectiveness of Excel to determine their benefit to our neighborhood. The residents, via the committees, will be a viable input to this evaluation.
